The Team




The Insight team consists of Malcolm Fisk, Hayley Fisk, Sam Holt, Christine Hamer, and Iain Parker. Insight is also supported by a number of data-inputters and interviewers.
MALCOLM FISK
Managing Director

Until recently, Malcolm was the appointed Chair of the Welsh Assembly Government’s Partnership Forum for Older People – overseeing the implementation of the ‘Strategy for Older People in Wales’. Malcolm was also advisor to the Minister for Older People.
As a practitioner and researcher for local government, academic bodies and the private sector, Malcolm has (for over 30 years) provided consultation on issues concerning housing and social welfare. A wide range of publications bear testimony to his expertise which embraces issues including needs assessments, dwelling design and the application of communication technologies.
Malcolm’s book, Social Alarms to Telecare: Older People’s Services in Transition (Policy Press 2003) was well reviewed and he is currently working on a new book on telecare and telehealth (for publication later in 2010).
Malcolm was Chair of the Telecare Services Association [TSA] (2006-2010) and represents the TSA on the TAN and on the ICE-T Advisory Group. He is (independently) on the Advisory Group of the Getting Lost in Dementia project (regarding GPS tracking for people with dementia) being promoted by the Oxfordshire and Buckinghamshire Mental Health Foundation NHS Trust. As a fellow of the Chartered Institute of Housing, Malcolm is also bound by the CIH ‘Code of Professional Conduct’. Malcolm is a Geography, Sociology & Housing Studies graduate, and a postgraduate of the University of Wales (Cardiff), King’s College (London), Queen’s University (Belfast) and the University of the West of England (Bristol). Malcolm has held visiting positions at Queen’s, the University of Stirling, the University of Wales and Politecnico di Torino.
HAYLEY FISK
Research Associate

For 10 years Hayley has been actively engaged at Insight, from groundwork level to developing action plans and specialist frameworks for local authorities and local initiatives – including telecare evaluations, housing market change and community sustainability.
Hayley has recently been appointed to provide mentoring to volunteers working for organisations linked with the Welsh Council for Voluntary Action, assisting with strategic, managerial and training guidance. Currently, Hayley is leading on the VET [Vocational Educational Training] EU project and is responsible for the company’s European activity.
Hayley has interesting experience of ‘informal’ learning processes and extensive knowledge of working with vulnerable ‘groups’. These come together previously in the company’s previous work with local authorities and third sector organisations. The focus of these projects pays particular attention to the need to identify the skills and knowledge that people have to offer – and the potential value that these afford to the social economy and local communities.
Hayley is a graduate and postgraduate in Environmental Resource Sciences at the University of Salford and maintains a firm interest in environmental, quality, and health and safety issues. Hayley is an affiliate member of the Institute of Environmental Management & Assessment and is NEBOSH (General Certificate) certified.
SAMUEL HOLT
Project Officer

Samuel Holt is a graduate in Medical Science of Cardiff University and has experience in the field of both medical care and broader agendas concerned with support and well-being. During his studies, Sam undertook research work with hospital patients regarding delays in treatment – and project work concerned with appraising treatments and differences in the experiences of care pathways.
Sam has worked in a variety of care settings both delivering and supervising care for disabled adults and children with different support needs. Notable is his work with a Family Intervention Support Service in Cardiff concerned with the needs of vulnerable children. His work for Insight currently focuses upon the role of assistive technologies in supporting people who experience seizures.
CHRISTINE HAMER
Fieldwork Supervisor
DipFE MIL
Christine provides guidance and expertise in relation to the company’s survey work, most notably relating to personal interviews and facilitating focus groups.
Prior to her retirement, Christine was responsible for a workforce of over 100 employees for PAS Surveys. Christine’s previous experience includes teaching and training roles and business administration.
IAIN PARKER
Company Associate
Formerly a director for a Midlands construction and engineering business, for over 20 years Iain has gained substantial knowledge of railway networks, trackside maintenance and operational safety and has trained and employed over 100 people in this field.
Now self-employed, Iain is regularly contracted to assist with tasks relating to Insight’s EU project work packages and field work for local clients, more specifically on research relating to employment barriers and vocational training.
